Starr received his bachelor’s and master’s degrees from the Oklahoma State University in1965 and 1966, respectively, and in 1973 earned his juris doctorate from the University of Tulsa. Starr’s professional career began in private practice, which has continued for nearly 50 years. From 1975 to 1983, he served Adair County as assistant district attorney before shifting to serve as assistant United States Attorney for the Eastern District of Oklahoma for a year.
In December 2020, Starr was nominated by Principal Chief Chuck Hoskin for his seat on the Supreme Court. He was confirmed by Cherokee Nation Tribal Council in January of 2021.
