Barnard earned his bachelor’s degree from Oklahoma State University and graduated from Oklahoma City University school of Law magna cum laude. He’s a member of the Oklahoma Bar Association, Cherokee Nation Bar Association, Tulsa County Bar Association and Oklahoma Bar Association.
Barnard has more than 20 years of legal experience as a lawyer he represents Social Security administration claimants. Before his appointment, he has served the Cherokee Nation while seated on the former Administrative Appeals Board.
